Spa owner charged with ID theft, fraud

The owner of a Granite Bay spa and salon was arrested Friday afternoon on three felony charges involving identity theft and fraudulent use of an access card. Placer County Sheriff’s detectives took Heather Lynn Collins, 33, into custody at her business, the Radiance Spa and Salon at 1895 East Roseville Parkway on charges of identity theft, fraudulent use of an access card and grand theft. Forty former spa customers filed complaints that their bankcards were double- and triple-billed after visiting the spa. Detectives allege Collins also fraudulently charged customers for services and products using two non-existent companies, Balance Body Works and Enchanted Skin Services. The loss to customers is unknown and the investigation is still ongoing. Anyone who was a customer at Radiance Spa and Salon and who feels they may have been charged improperly are asked to contact Det. Jim Hudson at (530) 889-7800.
